Remember, the wattage of a traditional fluorescent tube or a traditional light bulb told you how much power it used, not how much light it produced (most went up in heat). So to compare light output realistically we need to measure the actual light output in Lumens. If we do that, and take the actual power consumption of the tube or light bulb into account, we can say that for the same energy consumed, low energy LED tubes or lamps produce far more light output than fluorescent and incandescent types. 

As a rule of thumb, to replace a T8 36W fluorescent tube would require a 12 Watt LED tube and a 60 Watt incandescent bulb would require an 7 Watt LED bulb.
